Description
Judge Stephen L. Maxwell was a founding member of the Judicial Council of the National Bar Association.
The Council was founded n August of 1971 in Atlanta, Georgia at a convention of Black judges from across the United States. Its mission was to eradicate racial and class bias from every aspect of the judicial and law enforcement process, improve the public's confidence in courts and the judiciary, and to bring about a better balance in the Federal and State judiciaries of ethnic judges.
