Description
Certificate of election certifying Stephen L. Maxwell's November 3, 1970 election to the seat of District Judge for the Second Judicial District in Ramsey County, Minnesota.
Maxwell had been appointed to the judicial seat in 1968 by Governor Governor Harold LeVander. He was the first African American to be appointed to a district court judgeship in Minnesota. He remained a Second District Judge until his retirement in 1987.
